To the Hon. Colonial Secretary,
644
Attorney-General's Chambers,
Hongkong, 3rd. May, 1911.
Sir,
I regret exceedingly, as Chairman of the Law Committee, to have to report on the action of one of its members but I do so at his express request. The Hon. Mr. E. A. Hewett tells me that it will be useless for me to send him any notice of any meeting of the Law Committee if His Honour the Chief Justice is to be present. He tells me to tell you, and, through you, His Excellency the Governor that he absolutely refuses to be present at any meeting at which the Chief Justice is also to be present.
As you know His Honour the Chief Justice has been present at all the discussions on the Bills he drafted, and I think rightly so. By virtue of rule 40 of the Standing Rules and Orders Mr. Hewett's attendance is not absolutely essential as there are four other Members of the Committee, but I make this report because I think it is my duty as Chairman and also because Mr. Hewett has asked me, to make it.
I have etc.,
(Sd.) C. G. Alabaster,
Chairman of the Law Committee.
